Chairman. there are several different things that are disturbing about this amendment. First of all. the twotier legalization process creates a different class. two classes within the legalization program. May I be the first to suggest that there may be something inherently discriminatory that will serve as a disincentive for the undocumented to come forward and participate in a legalization program of this nature. I think it is very clear that we will be able to ostracize. segregate. and harass one small segment of that population that is now created by this amendment. I find it most unacceptable and hope that it will be very. very carefully rejected.
