This means that about 23 percent of the current undocumented population will actually apply. As the gentleman knows. he is very cognizant of this issue. there have been a number of countries. Australia. France. the Virgin Islands. that have had legalization programs. Always the estimate of how many will actually apply is substantially below projections. way below 50 percent. In fact. It is at a point where many feel that even though you have an offered legalization program. that many of these countries. many of those eligible. -because of the tier systems. because of the requirements. they do not actually proceed to apply.
