I think It is important for us to be careful in designing this particular aspect of the bill so that it is not viewed as overly generous and therefore planting the seeds for a rolling amnesty program in the future. The argument that legalization represents a humane response to the plight of undocumented aliens is simply not applicable to recent arrivals who have not attained sufficient equities and not become firmly entrenched members of our community. At some point in time we have to say enough is enough. It is important that we accommodate many who are here because we have not enforced the law for many years.
