Additionally. special provisions for Cubans and Haitians embrace not only persons with the Cuban- and Haitianentrant designation but also the pre1982 Cubans and Haitians and therefore would really not affect that section of the bill dealing with Cubans and Haitians. I think it is important for us to realize that the rationale for legalization is not just to give legal status to all illegal aliens but. rather. it is to grant legal status to those who have demonstrated a commitment to this country by longterm. continuous residence as contributing. selfsufficient members of this community. I believe the twotier legalization permits the inclusion of a substantial portion of the illegal population while ensuring at the same time that persons are not given the benefit of permanent residency before they have demonstrated the requisite commitment to this country. The twotier legalization program further empahsizes the commitment of selfsufficiency by providing that those who fall into the temporaryresident category after 3 years may then apply for permanentresident status and would again be subject to the appropriate exclusions. although as we know. under the bill. the Attorney General could waive some of them. one of them being that they would not be likely to become a public charge.
