Who is going to certify whether an individual was related to a Contra activity sufficiently to qualify for this resettlement? People in that part of the world believe in extended families. Would brothers and sisters qualify? Nephews? Inlaws? Wives? Who is going to make such judgment? And who is going to deal with the appeals? Who gets to say who comes and who does not come? Who is to decide whether an individual refugee gets to be resettled in the United States or in Honduras or some other Latin American country? What is the criteria that are going to be used under this measure of capitulation? This is not a humanitarian way out of a difficult situation.
