I imagine that many of my colleagues are wondering what we can hope to accomplish by passage of this resolution. Certainly. no one has any definitive answers. However. we have heard time and time again from those most intimately involved in communications between the United States and the Soviet Union that pressure from the West gets results. Several Members of Congress. including myself. have written letters to Soviet citizens who are being denied the right to emigrate. The Soviet Union has not bothered those individuals because a Congressman has taken an interest in their welfare. This is not a final solution. but it is a start.
