While I commend the Judiciary Committees action as an attempt to protect those who apply for legalization from unscrupulous individuals or organizations. I am offering this amendment because I believe there are qualified businesses that can and should provide legalization assistance and should receive reimbursement for their efforts. The amendment has been carefully drafted so as to exclude unscrupulous individuals who might wish to take advantage of illegal aliens who come forward under the program. Placing the determination in the hands of the Attorney General will provide a safeguard against unqualified agents while protecting the legitimate interests and livelihood of wellestablished honest businesses and organizations. Because large numbers of illegal aliens may choose to take advantage of the legalization program. I believe flexibility in processing the necessary paperwork and other services required to adjust status is essential. This amendment would provide that flexibility and would protect those who apply to adjust their status under the bill.
