If the gentleman will yield further. I can see the possibility of that happening. but would the gentleman not agree that if the Immigration Service or the Justice Department were to accept. as they have indicated they would. the poverty level as an arbitrary guideline. that they can use that arbitrary guideline to come up with provisions that could be equally inappropriate in various different circumstances. Whereas. if their underlying goal is really to make sure that the person is not a public charge. that he is selfsustaining. that he has maintained himself as a taxpaying citizen over a reasonable period of time. that would not preclude the use of the poverty line as one indicator. I would not want to preclude that.
