We need a forum for concrete diplomatic negotiations. we need to shift the recent emphasis in American foreign policy away from our overreliance on the military answer as opposed to the political solution. we need to recommence the dialog between Moscow and Washington if any real progress is to be made in the area of United StatesSoviet relations. To this end. I urge the Reagan administration to take seriously Soviet President Chernenkos recent call to begin negotiations on the use of antisatellite weapons. We have an advantage in this area. and the Soviets want something from usnamely. a ban on the use of antisatellite weapons. And we want something from themheightened respect for human rights in the Soviet Union. and a willingness to recommence Jewish emigration. There is room for give and take on both sides. That is what diplomacy is all about.
