The text of the amendment is as follows: Amendment No. 30 Offered by : Page 55. strike out lines 3 through 14 and insert in lieu thereof the following: "(c)(1) In addition to the number of immigrant visas made available under subsection (a). there shall be made available to natives of each of the foreign states contiguous to the United States for each fiscal year a number of immigrant visas not to exceed the number specified under paragraph (2). not more than 26 percent of which may be made available in any of the first three quarters of such fiscal year. "(2)(A) Except as provided in subparagraph (B). the number of additional visas made available to natives of either of the foreign contiguous states for a fiscal year is equal to 20.000. "(B) If for a fiscal year one of the foreign contiguous states does not use the full number of additional immigrant visa numbers made available under this subsection. then the number of additional visas made available to natives of the other foreign contiguous state for the following fiscal year shall be increased by the number not used by the other foreign contiguous state for the previous fiscal year.".
