That is not correct. They would not have the authority just to arrest someone simply because they think or they may believe that they are here illegally. That is in violation of the law even today. But if the arrest or the detention is specifically authorized by the act. then they can do so. There are certain provisions under which they are authorized. and that is through contracting. Then they would be authorized. But this prohibits any local police department from using his authority as a policeman simply to arrest anyone simply because the policeman may suspect that hes undocumented.
