Mr. Chairman. I move to strike the requisite number of words. to speak in favor of the amendment. Mr. Chairman. I do recognize the limitation of debate. and I will be very brief. But I do want the Members of the House to recognize that this is a most important amendment. One of the big problems that we have in immigration law is the clogging of the courts and the cumbersome procedure that must be followed. This is a most important amendment. It is one that would ease that situation. There is no due process in a court that is overcrowded so that it is totally paralyzed.
