I thank the gentleman for yielding. I merely rise to state that I believe the gentleman from New York has posed an important amendment which attempts to conform this legislation to a very significant decision by the 11th Circuit in Jean against Nelson. In that case the court said that the constitutional rights of aliens are not as extensive as we thought. I think in view of the fact that the bill would exclude some of those who might be refugees. I think that it would be necessary that we support this amendment and I am going to support the amendment.
