Particularly in the area of worker protections. we have. because migrant workers and casual workers and guest workers and seasonal workers are an agricultural phenomenon. We do not have guest workers in an auto plant and a steel plant. It is the agricultural employers themsleves who want separate treatment. They do not want to be under regular labor law.
