We. of course. are distressed with this assault on a very good amendment. Our good friend from Illinois says that the provision in the bill requiring a warrant to enter open fields hobbles the INS. I must remind the Members that that is what the fourth amendment is all about. hobbling the police. hobbling the Immigration Service. The fourth amendment of the Constitution says that the right of the people to be secure in their persons. houses. papers. and effects shall not be violated. which means you are supposed to go and get a warrant. And that means attempts by the INS or the police to enter the house. the back parlor. the woodshed. the barn.
