SimpsonMazzoli deletes the Texas proviso. so notwithstanding the fact. Mr. Chairman. that this House voted for the Coleman amendment. which says there will be no criminal sanctions. these criminal sanctions are in essence still in this bill because the Texas proviso is eliminated and. therefore. employers can be accused of harboring by the mere fact that they employ an illegal alien. These penalties. I want to point out. are harsher than the committee penalties that the Coleman amendment deleted. so the House has already voted against the criminal penalties. so I say to Members. without my amendment. criminal penalties are there. and they are even harsher.
