These are people that have waited patiently. They have applied for citizenship legally. They are good citizens. they are employed. and we cannot reach them because we do not have the resources to do so. In this legislation we are calling upon the Immigration and Natualization Service to do something that is impossible without additional resources. We are asking them to process what could be 10 million illegal aliens under the amnesty provisions. We have not provided enough resources to even provide the basic services that are needed for the people in this country today under the routine immigration and naturalization procedures.
