But that is exactly what this bill is attempting to do. This Roybal amendment remedies this situation. Part of the problem of undocumented workers is the failure of this Government to enforce the laws presently on the books that are designed to prevent undocumented workers and prevent illegal immigration... If our labor laws and our immigration laws were fully enforced as they should be. the crisis we face with undocumented workers and illegal aliens would be substantially less severe than it is. Having recognized and acknowledged the shortfall in enforcement of labor laws. it is only logical that we take steps to improve enforcement and compliance. It is not logical to impose on the present. admittedly faulty system of labor laws. a new system of employer sanctions which is accompanied by even more problems.
