We cannot continue to weaken it. If we do. we are guaranteeing that the bill will not work. If there is one thing that every Member of this House should be vitally aware of. and I can assure Members that any of us from south Florida and perhaps some of the other border Statesand I refer to us as a border State because we are bordering on the Caribbean and we have become the gateway to Central Americathere is one thing that we know: that illegal immigration is not a problem that is settling down. It is a problem that is growing. and it is growing year after year. It there is one way to assure that employer sanctions will not work. it would be by adopting this amendment. By saying so. we will simply say that in 3 years employer sanctions are going to go away. The vast majority of the people who migrate illegally into this country are economic refugees. They are coming here looking for jobs. We have to take away the economic magnet if this bill is going to work.
