As I say. I would prefer the Senate provision which allows the imposition of criminal sanctions where pattern of practice has been established as opposed to the way it is written in the bill before us. but I think we are going too far if we accept the gentlemans amendment. because I think we must have a serious penalty sitting out there at the very end. I find it very difficult to believe some employers in the situation of being an innocent who does not know that he or she is doing. that the fourth or fifth time along the line they now are visited by the INS and discover for the fourth or fifth time that yes. they do have illegal aliens working for them in a number of instances.
