I thank the gentleman. One thing I would like to point out here is that if you have it the way it is now. if I am an illegal alien and I want to work here. one of the first clues I have as to whether the place I want to work is going to be looked at by the INS is when I go in for employment and they say. "Where are your documents?" I know then they have already been found of a prior violation and are probably within the sights of the INS. I would just leave and go to another employer who does not ask me for documents because I know he has never been found by the INS in the first place. So it is the tortoise and the hare.
