I move to strike the requisite number of words. and I rise in opposition to the amendment. Mr. Chairman. I rise in opposition to the Committee on Education and Labor amendment No. 1amendment No. 4 of the Rules Committee Printoffered by Mr. HAWKINS. As I stated yesterday. I can appreciate his concern. but oppose his means. The principal philosophical reason I must oppose this amendment is that it deviates from the main purpose of the legislation which is immigration reform and control. The bill we are considering is not a bill to eliminate discrimination. The Hawkins amendment turns. the concepts around and makes H.R. 1510 a bill addressing alleged discrimination.
