Session #98 · 1983–85

Speech #980211424

Some may say that the Equal Opportunities Commission. through title 7 of the Civil Rights Act of 1964. should deal with these charges. but I suggest to this body that it is a woefully inadequate remedy. In the first place. employers of 14 or fewer employees are exempt from title 7 of the Civil Rights Act. We know that in many parts of this country in many situations small employers have utilized an undocumented work force to carry on their business. All those groups are excluded from the Civil Rights Act and from coverage by the Equal Opportunities Commission. Perhaps even more significantly. employers who do not hire employees for 20 or more calendar weeks in each year are excluded.
