No issue more deeply divided the Select Commission which voted 9 to 7 in favor of an identification system based on existing documents. and 8 to 7 with one abstention in favor of a more secure form of employment verification. The differences in the Commission over this issue concerned the relative weights to be assigned to enforcing employer sanctions and protecting individual liberties. and the longterm consequences of empowering the Government to keep close track of the national work force. We cannot pretend these differences will disappear once an immigration bill is enacted. The only way they can be resolved is to reserve the issue for study and further legislation. if necessary. after the new law has been in effect long enough for us to see how it works. Third. no one has any idea how much a secure identification system would cost.
