Mr. Chairman. I move to strike the requisite number of words. Mr. Chairman. I would really like to understand what this amendment is all about. We heard yesterday a tremendous argument on the floor that the reason that sanctions are recommended in this bill is because this will stem the flow of the undocumented coming into the United States. We were told that if the employers were to be sanctioned if he hired people without documents. that that in itself would secure the borders. I felt then that that was an argument that had very little merit. Nevertheless. every time this bill was discussed the same argument was made.
