I do not see how a discussion on H2 and the problems of agriculture and guest worker programs. what that has to do with immigration reform. The people that you are talking about are not immigrants. they are migrants. But I still want to know more about the gentlemans particular proposal with regard to his H2 program. It is my understanding that we now have an H2 program in place and that that is actually regulated by a particular regulation that now controls the flow of H2 workers. It is also my understanding that an H2 worker is requested to come to this country by a particular employer and that he comes to this country with labor certification.
