I think that that is a real problem that we face. That is just a practical problem that is going to be there. The other thing that happens is that when you look at the employer sanctions and the possibility of discrimination. as a practical matter. if an employer thinks there is a possibility that he may go to jail and on second offense he could. some criminal penalities or fine. then they are going to be very reluctant to hire anyone that they would consider an illegal or an undocumented worker. I think that what we would see. we would see that in many areas. especially in the Southwest. you would find that they would be reluctant to hire someone with a Spanish surname. I think it would cause widespread discrimination within the Hispanic community.
