I must say that we were somewhat disappointed when the only tangible legislative suggestion that we received was to have an open border situation between the United States and Mexico. because even the Member who uttered that suggested it was not practical. In fact. I would suggest it is not advisable. and I would suggest that the majority of the American people feel that way. So we started again in this Congress and we dealt with the exhaustive immigration hearings and markup. and we were not so disappointed by our experiences in 1982 that we would not work again this year or in this Congress. We. I think. have produced .a better bill for consideration.
