But when we reached that agreement. the problem gets pretty sticky. How does a great nation like the United States control its borders? As I said earlier in the debate on the rule. and as I have said for more than 10 years in this body. it has been the tendency on the part of those writing a new immigration bill to come up only with one solutiononly one solutionemployer sanctions. The story of employer sanctions is to discourage aliens from coming illegally into the United States by holding the employer responsible. People must wonder why some of us are so opposed to this kind of a solution.
