Furthermore. the process for preparing for amendments has been restrictive and the time constraints imposed will inevitably lead to hasty decisions resulting in bad public policy. The mere existence of 68 amendments to the bill suggests the need for further debate. The fact that there exists a credible alternative bill demands further debate. While I strongly support rational immigration reform. I believe that a careful and selective revision of the Nations immigration laws is an important congressional priority. I urge my colleagues to defeat this rule in order that we may provide more careful consideration of all the issues and all of the alternatives in an effort to build a national consensus for fair and effective immigration legislation.0
