The Rules Committee has provided. as I have said. for the orderly debate and resolution of all the major issues raised by this legislation. We have bent over backwards to be fair. and if the rule is to be faulted at all. it should be criticized for not being restrictive enough. But the immigration bill involves major. complex. difficult and emotional issues. and it deserves the kind of rule and the amount of debate that we propose to give it under this rule. Mr. Speaker. it should be clear that a vote against the rule is simply a vote against considering the immigration bill. I hope that my colleagues. whatever their feelings about the bill. will not vote here today to evade the responsibility of the House to consider this most important piece of legislation. I urge my colleagues to vote for the rule.
