Mr. Speaker. the responsibility of this body is to address the major issues facing the United States. Immigration in our country is literally out of control. Reform is clearly called for. A vote against the rule represents a refusal to allow this body to even consider the range of options for immigration reform. Such a statement is an abrogation of our responsibilities as legislators. The proposed rule affords persons who oppose this bill in its present form every opportunity to improve it according to their lights in the days ahead. Amendments will be offered that represent radically different approaches. This is not a rulelike some others we have seenthat prevents this body from working its will.
