The Rules Committee had endeavored to develop a rule that allows for a full. thorough. and orderly examination of the major provisions of the legislation. while ensuring that the House will be able to work its will and complete action in a timely fashion. The committee feels that by making in order the 69 amendments in the committee print that we have succeeded in providing the House with the opportunity to address the major aspects of the legislation from a variety of viewpoints.
