We must continue to point out the failure of the governments of Eastern Europe and the Soviet Union to live up to these agreements. and this resolution does so. It takes into account the different situations which exist in the several countries of Eastern Europe and the Soviet Union. In a world where nations have openly pledged to respect their international commitments. emigration must be freely permitted and so must be the right to practice religion. Sadly. the world situation today is far different. The human rights situation in the Soviet Union is by all accounts worse today than at any time in the past decade. and the rights of religious believers in many countries of Eastern Europe are seriously curtailed. The emigration of Soviet Jews and other national minorities. including ethnic Germans and Armenians. is dangerously low so that only a handful is allowed to emigrate. Some famous cases of Soviet Jewish prisoners of conscience are well known in the United States. Individuals such as Anatoliy Shcharansky. who recently passed the midpoint of his ordeal.
