Mr. Speaker. I would like to bring to my colleagues attention a bill I introduced today concerning the pending deportation of one of my constituents. Mr. Richard John Longstaff. Mr. Longstaff has lived in this country for 19 years. He has a home and business here. Yet. he now faces deportation because he is a homosexual. When Mr. Longstaff entered this country he was not asked about his sexual orientation. Rather. he was asked if he was "afflicted with a psychopathic personality." Not considering his homosexuality to be a mental disorder. Mr. Longstaff replied "no" to the question. Afterward. in 1965. a clarification was added to the law citing "sexual deviation" as a ground for exclusion.
