Quoting from the Gregorsky report: Indeed. when Republican Representative TOM COLEMAN (RMo.) of Missouri offered an amendment instructing the President to study the likely U.S. costs for refugees displaced by "Cuban- and Nicaraguandirected revolution." he was attacked by Democrats LES AuCoIN and BARBARA MIKULSKI (DMd.). AuCOIN said the amendment should cover refugee effects of the "fullscale regional war which the [U.S. backed] covert war is leading to." 32 Mikulski trashed her own nation for any and all refugee problems. saying. "(I)f you practice gunboat diplomacy. you have to be prepared for the lifeboats on your shore." 33 In supporting the Wright amendment. which would give $80 million to allied governments to interdict arms shipments to El Salvador. as opposed to a policy of directly aiding Nicaraguan rebels for the same purpose. many of its 234 sponsors claimed to be for "overt" aid against "covert" aid. This was true in some cases. because there arent 234 House Democrats with a Radical worldview. But those Democrats who set the tenor of the debate made it clear they opposed any U.S. aid to the antiMarxist rebels in and around Nicaragua.
