A Federal justice assistance effort must include direct and substantial aid to States struggling to renovate and rebuild a failing prison and jail infrastructure that represents their last line of defense against violent crime. The proponents of this amendment now seek a minimum level of budget authority to support this Bureau. Almost exactly 1 year ago. by vote of 55 to 40. the Senate approved my amendment requiring the Federal Government to reimburse States for the cost of incarcerating illegal aliens. Granted that this is not yet law. because the House has not acted. But. it still is appropriate now to provide budget authoritywe are not appropriating here. after allso that if this Senatepassed amendment becomes law. then the budget authority will be there.
