Mr. Speaker. the plight of the Salvadoran refugees has been receiving a lot of public attention lately. and this is in very large part due to the tireless efforts of our colleague Mr. MOAKLEY. who has taken a leading role in the movement to alleviate their distress. The Immigration Subcommittee of the Judiciary Committee recently held hearings on the bill. H.R. 4447. All of us on the subcommittee were impressed with his compassion for the these refugees. and his commitment to help them. as well as with his impressive grasp of the complexity of this issue. I have cosponsored his bill and I urge my colleagues to do the same. He recently wrote an editorial in the Washington Post on the subject. I recommend it highly. and I ask that it be made a part of the RECORD. The debate over the dollar cost of the war in El Salvador is fairly well known. but the human element of the conflict is distant to most Americans. Increasingly. however. we in the United States are confronted with the face of this Central American tragedy through the refugees who have come to our countryinto our communities. churches and livesto wait out the storm. The response of our government has been to reject the possibility that most of these people are legitimate refugees. or even that they have reason to fear returning to El Salvador.
