Mr. Speaker. today I am introducing a bill that addresses the real heart of the immigration issuethe lack of opportunities for work in Mexico. Unless there are jobs available in Mexico. it will not matter what kind of immigration control bill the Congress passes later this year. or in any other year. My bill calls for a mutual. cooperative. coequal. venture with the Government of Mexico. this program recognizes the unique and special relationship between our two countries. recognizes our mutual interest. and treats realistically a situation that concerns both countries in a fundamental way. My bill does not speak to Mexicos problems alone. it also addresses the vast human and economic needs that are going unmet on the U.S. side of the borderfor in truth. huge stretches of the border zone are very much in need of the same kind of assistance required in Mexico.
