Moscow ratified the International Covenant on Civil and Political Rights. By signing these binding acts. the Soviet Union commits itself to respect human rights and fundamental freedoms. After signing the accords. the Soviets arrested and exiled Nobel laureate Andrei Sakharov. the leader of the human rights movement in the Soviet Union. His wife. Yelena Bonner. has recently been detained. She was charged with antiSoviet agitation and urgently needs medical treatment. She desperately needs an exit visa for the purpose of obtaining this treatment abroad. Her life is in danger. We all know that the Sakharovs have become a symbol of the unending struggle for freedom in the Soviet Union.
