Chairman. it is very clear that we must take a strong stand for democracy on this continent and in this hemisphere. I think we should look at what happened to Cuba when we did not take as strong a stand as many felt we should have. Ten percent of the Cuban population came to this country when Fidel Castro took over. Do we want 10 percent of the Central Americans to come up here as refugees? This is a very serious longrange question for us. I hope that we will make the right decision and assist them as best we can in fighting the insurgents in El Salvador.
