Although we are 13 years away from that expiration date. Great Britain and the Peoples Republic of China are currently negotiating questions of sovereignty as well as the political. economic. and social institutions that will emerge after 1997. Since Great Britain has signaled its intention to abandon all claims to Hong Kong. including Victoria Island. the people of Hong Kong are apparently to be left to the will of the very government from which most of them fled as refugees. Of all the rights with which we as free people are concerned. the inalienable right of selfdetermination is most dear. This right is not open to negotiations between the British and the PRC.
