Mr. Speaker. as part of the ongoing Call to Conscience Vigil for Soviet Jews. I would like to bring the attention of the House to the shocking decline in emigration of Jews from the Soviet Union and the rising level of antiSemitism that has been displayed in that nation. In March. only 51 Soviet Jews were allowed to leave the Soviet Union. Those who remain are subject to harassment for the simple acts of studying Hebrew and gathering with friends and family on religious holidays. Criminal charges and daily. petty harassment of refuseniks has Increased dramatically over the past few years.
