I am pleased to associate myself with the comments of the Senator from Minnesota. and at the end of my remarks I will ask to be added as a cosponsor of S. 2131. I want to begin by commending the Senator from Arizona. Senator DECONcINI. for his efforts in bringing the compelling issue of Salvadoran refugees to the Senates attention and for developing a bill which can serve as the foundation for an appropriate U.S. policy toward these people. This issue is a source of profound concern to thousands of American. so much so that many of them have decided to violate the law in order to offer sanctuary to Salvadorans. It is an issue which the administration has been reluctant to address. and which the Senate has not yet addressed in a sufficiently thorough manner.
