PRESIDENT: We are writing to you to express our grave dissatisfaction with the manner in which the Department of Health and Human Services (HHS) Office of Refugee Resettlement (ORR) is distorting the intent of Congress in its operation of the nations refugee resettlement program. The results of this abuse are not only of serious fiscal consequence to the State of California. but they do a most unfortunate disservice to a programmatic concept that embodies some of the finest humanitarian ideals of this country. We are addressing our concerns to you directly for two reasons.
