Mr. MOAKLEY. has introduced a bill. H.R. 4447. which I think offers a modest. reasonable approach to the problems facing Salvadoran refugees in this country. It would mandate a freeze on deportation of Salvadoran refugees for a period of 3 years. while the President commissions a study and Congress holds hearings on the situation these refugees face. in El Salvador and in transit to the United States. Mr. Speaker. I have felt. for a long time. as have many of my colleagues. that the need to grant refugees from El Salvador EVD status. as we have to refugees from many different countries. is a simple matter of fairness. The Subcommittee on Immigration. Refugees. and International Law of the Judiciary Committee will shortly be holding hearings on this bill. On March 17. the Boston Globe published an editorial which I think states the case very clearly. and I ask that it be made part of the RECORD.
