Mr. Speaker. the plight of Soviet Jewry has reached frightening dimensions. For the first time in a decade. emigration levels for Soviet Jews seeking to leave the Soviet Union for countries that respect the fundamental liberties of speech. religion. political beliefs and press have reached an alltime low. Mr. Speaker. as a participant in this years Congressional Call to Conscience Vigil for Soviet Jews. I would like to call the attention of my colleagues to this abhorrent fact and to urge them to join me in condemning the inhumane practices of the Soviet Union toward Soviet Jewry.
