Speaker. the Academic Equity and Excellence Through Bilingual Education Act of 1984 provides the necessary resources to insure that there are enough welltrained bilingual teachers to go around. and that these important bilingual programsand the students they serveare not sacrificed in an era of budget cuts. The bill provides funding not only for the preservation of existing programs. but also for the training and retraining of teachers. and for research and evaluation of teaching methods. In short. the measure helps insure that we not only continue to serve immigrant children. but also that we improve the education that these children receive. And for a population that has been documented as one of the most undereducated of all groups of American children. this commitment is extremely important. I urge my colleagues to support this bill. We cannot hope to become in practice a nation in which all can make the most of their native abilities if these native abilities have been stifled or sacrificed by xenophobic teaching methods.*
