I thank the Senator for his observation. I would observe as someone who has followed the problems of refugees and the humanitarian needs of peoples in different parts of the world. it always distresses me. whether it was at a time during the Vietnam war or the current time. that there is always an urgency about providing guns and bullets. but never seems an urgency with regard to the humanitarian needs. I believe the Senator from Wisconsin has made a reasonable recommendation and suggestion. as well as one that I think is realistic in terms of being able to have this amendment accepted. Mr.
