Speaker. I rise today to call the attention of my distinguished colleagues to the everworsening plight of Soviet Jewry. Under the administration of Yuri Andropov. officially sanctioned antiSemitism reached a new peak of oppressiveness. The number of Soviet Jews granted emigration visas has continued to plummet. despite the Soviet Governments obligation. as a signer of the 1975 Helsinki accords. to regard all requests for family reunification with leniency and fairness. The U.S. Government regards this matter of restricted freedom of movement with deep concern and has frequently represented it to Soviet authorities as a key element in Soviet/ American relations.
